Almshouses
The Trust is a member of the Almshouse Association. With over 1,600 almshouse charities in the UK, there are some 30,000 almshouse dwellings providing affordable homes for over 36,000 residents.
 
What are almshouses, and who will they serve?
Almshouses are charitable housing occupied under a licence by a qualified beneficiary. The three new almshouses in Budleigh Salterton will be offered to older individuals and couples who live in the local area and are in financial need. Our goal is to provide safe, comfortable and affordable homes to those who might otherwise struggle to find suitable accommodation locally.
 
Why are these almshouses being built here?
Budleigh Salterton has a growing need for affordable housing for many of our older people. The location provides a peaceful and scenic environment right next to Seachange, ideal for the wellbeing of the residents. Additionally, the charity aims to help support other local older members of the community.  
 
How will the charity ensure the almshouses are integrated into the local community?

The core purpose of the project is to allow local people to remain in their town.  The emphasis will be on allowing them to retain and build on their current relationship with their local community, and for the community to benefit from their presence. This will be achieved through community events, volunteer opportunities, and partnerships with local organisations.
 
Will the construction of the almshouses affect the local environment or landscape?
We have ensured that they are designed and constructed with minimal impact on the local environment. The buildings have been designed to complement the coastal landscape, using sustainable materials and practices. We also worked closely with environmental consultants to ensure that any potential impact is mitigated.  The almshouses are being built in accordance with the Almshouse Association’s guidelines. 
 
When will the almshouses be completed, and how can someone apply?
The almshouses are expected to be completed by the beginning of 2026. We will begin the application process in good time before then. Application forms and guidance will be available on our website, and you will be able to contact us directly for more information.

How many alms houses are needed for Budleigh Salterton?  If more than three, are there plans to be build some more?
There are over 25 older people on the housing list in the town who would qualify and so more almshouses are clearly needed. These three are just a beginning
 
Does the Trust have sufficient funds to complete the project?
There is a shortfall of some £50,000 which the trustees are seeking to raise by various means, for example through social media, private donations, grants from local authorities and grant trusts.
 
How will the almshouses be funded and maintained?
The construction and maintenance of the almshouses are funded through a combination of charitable donations, grants, and endowments. Ongoing maintenance and operations will be supported by a combination of resident contributions and continued fundraising efforts. Income from residents will be sufficient to fund the maintenance on an ongoing basis.
 
Will there still be sufficient Shandford funding for small awards to needy causes?
Yes, it is intended to offer support for other older residents of Budleigh Salterton. Details will be made available on our website.
 
Do the Shandford committee members and trustees have the relevant experience and expertise? 
The seven committee members are professional local residents with skills such as Social Care, Legal, Medical and Finance.
 
Is there any connection to the previous Shandford Care Home, or to Abbeyfield.
No. After Abbeyfield closed the home in 2019, they sold the premises and transferred the proceeds to the Shandford Trust.

What are the criteria for becoming a resident in one of the almshouses?
Applicants must meet specific criteria, including age, financial need, and be resident in Budleigh Salterton, East Budleigh, Otterton, Colaton Raleigh or Bicton. Priority will be given to those with the greatest need. Each application will be carefully reviewed by our Residents’ Panel to ensure that the most deserving individuals are offered housing.
 
Who will choose who can live in the Houses?  Will there be a waiting list?
We will consider direct applications and also take suggestions from EDDC. We do expect there to be a waiting list in due course.
 
What measures will be in place to ensure the safety and wellbeing of the residents?
The safety and wellbeing of our residents are our top priorities. The almshouses will be equipped with modern safety features, including emergency call systems, secure entry points, and accessible facilities. Being next to Seachange will further help ensure safety..   
 
Will residents have to pay rent, and if so, how much?
Residents will be required to make a modest contribution towards the upkeep of their home, which will be set at an affordable level. It will be lower than typical market rents in the area, reflecting the charitable nature of the housing.
 
Can residents personalise their homes?
We encourage residents to make their homes their own by personalising their living spaces with furniture and decor. However, any significant alterations to the property would need to be discussed with and approved by the charity to ensure that the integrity of the almshouse is maintained for future residents.
 
What if a resident's financial situation changes?
If a resident's financial situation improves, we would reassess their circumstances to ensure they still meet the eligibility criteria. Our goal is to support those in need, so if a resident's financial situation changes significantly, we may work with them to explore other housing options that better suit their new circumstances.  
 
What will happen if an Almshouse occupier can no longer afford the rent?
The Trustees will only ask them to move out as a last resort, after a fair process of investigation and warning. They will give them as much time and help as possible to find alternative accommodation.
 
What kind of support services will be available to residents?
Residents will have access to a range of support services, health and wellbeing, and community activities through the adjacent Seachange Health and Wellbeing Hub. 
 
Are visitors allowed, and are there any restrictions?
Visitors are welcome at the almshouses, and we encourage residents to maintain social connections with friends and family. However, to ensure the safety and comfort of all residents, visitors will be asked to adhere to certain guidelines.
 
Will pets be allowed?
Yes, residents will be able to keep their small domestic pet or caged bird with them. 
 
What will be the rules of the house?
Residents will be given a Residents’ Handbook with guidance and conditions for their accommodation.
 
What support will Seachange provide the occupants?
Seachange will manage the ongoing operational aspects for residents.

How can the local community get involved or support the project?
There are many ways the local community can support the project, including volunteering, donating, or helping to spread the word about the almshouses. We welcome anyone who is interested in contributing to the success of this project to get in touch with us. How will the charity address any concerns or complaints from the community or residents?
We are committed to maintaining open and transparent communication with both the residents and the local community. We will have a clear process for addressing concerns or complaints, which will be handled promptly and fairly by our team. We are dedicated to ensuring that the almshouses are a positive addition, a valuable attribute of the community.
